I am afraid that you will encounter considerable
difficulty in ascertaining the limits and effecting an accurate
survey of the Government Lands. I think the
Greek Legislature shd. enact a Law granting a proportion
of them to the Soldiers, agreeable to their certificates
of service and by the disposal of the residue, the present
or even any future Loan which the Greeks might be obliged
to ask for, could be paid off. Considerable
sales might be effected here in such property if a diplomatic
Agent were duly authorized by the Greek
Govt. to reside in London for that and other purposes.
There are a great number of very fine old brass guns
in the Morea, these cd. be advantageously replaced by
Iron Ordnance, & a large sum acquired to the nation, if
such a measure was sanctioned by the Govt.

Another most advisable thing for the Greek Govt.
to propose wd. be, the purchase of some old Frigates
or other large vessels here, & thus give a commencement
to some kind of National Navy, as it is absurd to
have your operations crippled, & to be dependant upon
the caprice of a few Merchant Vessels unable to cope
with those of the enemy & deficient in energy from the
