well as in another, sent open through him to the Protector of Peru, whom at this
very time I had not long ago, reason to expect the pleasure of seeing in this very
place. If Protector means nothing more than Dictator, & to no other end than that of
setting up a good Representative Democracy, it is the very thing I had on a certain
supposition, been wishing for: if instead of Dictator, Caesar, then my wish is — that
if nothing else will serve Caesar may find a Brutus. So I took the libertty of telling
him: the expectations of those who have known him, seem to be still on the favorable
side: long ere this, grounds sufficient for your opinion will have come into your hands.
In the character of neighbour, Caesar, I can hardly think would be very agreable to you.

In relation to Mexico, the accounts I receive from several natives of that
country, amongst them the Deputies from thence to the Spanish Cortes, concurr in inspiring
me with the fairest hopes of good Government not the less, as you may readily imagine
from the assurance that my works as well as my name, have for this long time been
generally known there, & that in particular their leading man, from whom I expect to
hear, thinks well of them: but every thing will depend upon their being rid of the upstart
Spanish Despot whose name we see in the Newspapers & of whom I do hope
they are rid by this time. As to Colombia, though my letter which is in English is addressed
to Bolivar alone, a duplicate has in consideration of the distance he is likely
to be at from the seat of government, been sent to the Constituted authorities there,
Vice President & four principal Secretaries of State, all of whom understand English.

To Mexico, by one of the above Deputies, goes from me amongst other
things a manuscript copy of a paper containing in the form of titles, the topics of
a series of Letters, addressed to the Spanish people — not to their rulers under the title
of Rid Yourselves of your Ultramaria. The object is to show that it to the sacrifice
of the interest of the subject many in both countries & of the ruling few in Ultramarïa
