[And] towards the fulfilment of this end, any declaration
of mine thus made, by a declaration in what way
has it any claims of being in any degree conducive?
In this way or is none: viz. in my quality of a member
of the tribunal of public opinion, dispensing exercising of the
power of the popular or moral sanction, making and
by my disclosed vote supporting a motion the effect
of which in so far as it is adopted will be
according to the nature of the act on which such
my approbation is bestowed, to administer to the person
in question that sort of reward which is received
by a man in proportion as he regards himself either
in the natural receipt or in the probable expectation
of any of those infinitely diversified services which
every man is capable of receiving at the hands of
the people at large in their quality of members of
that same unincorporated but not the less efficiently active assemblage
of individuals: either to administer to him
in some positive shape or other the matter of reward
or at least to forbear to administer to him at the
hands of that same tribunal any thing in the shape
of punishment. Potest the dictic of these paragraphs
