in Priestly's pamphlet
JB's principles of
morality determined
It was by that pamphlet and this phrase in it that
his principles on the subject of morality public &
private together were determined. It was from that
pamphlet and that of it that he drew that
phrase the words and import of which have by his
writings been so widely diffused over the civilized
world. At sight of it he cried out as it were in an
inward ecstacy like Archimedes on the discovery of the
fundamental principle of Hydrostatic Ευρηκα: little
did he think of the connection which within these few
years in a closer scrutiny he found himself
under the necessity of applying to it. But of this

1776 JB's Fragment
on Government
In the year 1776 came out his first publicatn.
intituled "A Fragment on Government." On this occasion
borrowing the phrase from David Hume regarding
himself as amply warranted in making use of it by a
philosopher the most eminent of his day the idea of
happiness being in his mind constantly connected with
that of utility and not suspecting that it could fail
2 to rear its head or say
from whence no man
has since ventured to
take it up and give
support to it.
In
of being so in any other this was the denomination
he on that occasion be employed, that phrase of
Priestly's by which so strong an impression
had been made upon him not having presented
itself to his view as having ever been employed
in giving denomination to a principle. In this
work the use made of it was the endeavour to
procure for it reception in the character of a
fundamental principle of government in preference
to the fiction stiled the original contract. Great
as was the name of the author for that author
was John Locke the fiction was not capable
of blinding the eyes of a mind rich by the use made
of it to the purposes
of lawyer craft had
from the time when
at the age of 16 he
had heard it lauded
while sitting at the
feet of Blackstone
been an object of
abhorrence. He grappled
