we shall again have occasion to allude. Since 1789, the legitimate
commerce between France and England has completely changed
its position. While What the Imports from England have were at that period,
considerably diminished (namely, 60 Millions of francs) the Exports to England are now
law for all, encreased our legal imports from France are doubled, while her legal Imports
from England are diminished one half: — the whole amount of
the Trade, as reported by the French Customhouse continuing to
be about the same. In 1789, the whole of the intercourse was
sanctioned by Law, — while, from the period in which the Eden
Treaty ceased to be in operation, an indirect and contraband Trade,
of continually increasing magnitude, has grown out of the fiscal
regulations of the two countries; — a Trade, which, on both sides,
is, according to the best explanation we gave obtain probably not much extremely inferior in amount, for to that which passes
through the Customhouses. A portion of the seeming balance
due in France, is remitted in Colonial produce through the
Netherlands, inasmuch as the French Navigation Laws prohibit
its direct importation; while, a yet larger amount is introduced
by the Smuggler, through the various clandestine channels which
high Duties and prohibitions have forced open. In 1791, the
Tariff was introduced, and may be said to have continued in
operation to the present hour; — for, the changes which took place
in 1814, were either unimportant, or soon superseded. The operation
