industry, it will, perhaps, be discovered on examination, that,
manufactures cannot, by possibility, obtain a large extension,
of wh they are capableexcept under the fostering influences of liberal intercommunication
with other nations. In the progress of our report, we believe it
ill be made evident, that the restrictive system which France
has adapted, has been fatal to her best interests, — and has
wholly failed, even in obtaining for those partial interests which
it was meant to protect, the benefits which they were so eagerly anticipated.
The references to England are peculiarly unfortunately. To say
nothing of the reasonings, it is enough to mention the incorrectness
of the facts. The Commission denies that England admits foreign
goods to her Bonding Warehouses, except on the inflexible condition
of their re-exportation; — a great error, which ought not to have
appeared in a Parliamentary Document. The Commission
declares that England "admits no goods to entry, except those
"she produces cheaper than any other country in the world," —
and this, in face of the fact, that England imports annually
from France, for goods of the amount of from 60 to 80 Millions of Francs! — The Commission
continues, "England opens her doors for that which it is impossible
"she should herself produce, and, in reality, concedes nothing to other
"nations: — far from renouncing her system, she fortifies and —
"consolidates it." — We mention these circumstances as illustrative
of the state of opinion, and as evidence of the extreme difficulty of
effecting a beneficial change in favor of more liberal views.
