will be regarded viewed, not so much with a in reference to their
abstract offer, as to the state of opinion and of legislation in
France. For thirty years, nearly, every law passed on
Customhouse matters, has been intended to invigorate the
system of protection and prohibition. Under the sanction of
encouragement of the legislature, much capital has been laid
out , for the establishment and extension of protected manufactures,
whose now tottering and uncertain position (the consequence of the
system,) has naturally made their, proprietors most feelingly
alive to any change which might affect them. In the ratio
of their insecurity, their alarm would must naturally be. But,
while, on the one hand, we have desired to treat every subject
which trenched on the existing legislation of France, with all
that deference and attention which existing interests demand,
we have not once hesitated, at the same time, to express our own
opinion, without backwardness or reservation. And we
leave the views we have adopted, to be estimated by Your
Lordships, with a strong feeling of the privilege we enjoy,
or being allowed to exhibit without check or control.
Sense of unreserved sincerity has guided us in our expressive
views. But we now submit to the consideration of Yr Lordships under
