pay double Postage, but there is no responsibility beyond the
payment of 50 Frcs. As however the address of every such registered
Letter is recorded on the way Bill, and as every post Master to
whom that Nay Bill is addressed gives a receipt for the
Letters the means of tracing a Letter are easily found,
and for Twenty five years that this practice has been in
use in France only three registered Letters have been lost
Letters from France are registered for England and the
English post office receive 51s per such Letter, but there
is no registration in England for France.
5thly By relaxing or removing all the difficulties
and impediments which exist in the transit of Newspapers
and Journals.
The French Office proposed that all Newspapers and
Journals, all periodicals, all weekly and Monthly
periodicals whether respecting Trade or Commerce, all
proofs of works in the press, specimens of Music &,
should be delivered by the French and English Post
Offices to the Frontiers of each Country, and then
be gratuitously circulated by each over its own
circle
