6. Efficient cause of this
imperfection defect
Law only made to bring

Omitted and why? meaning by why, a
call-not for any justificative reason (for justificative
reason the case affords not any), but
the actually efficient cause. This cause is no
less unquestionable as to it's existence&operation
then it is disgraceful to, and characteristic of
the system which gave it birth. This system
had for it's end in view no other than the maximization
of the quantity of the matter of wealth
&the objects of general desire in their several
other shapes, in the hands of the monarch, and
under him those of the Judges and other lawyers,
his creatures and instruments. Accordingly, in
whatever case one man could be shown to be
instrumental in producing, without licence
from the monarch, the death of another, his
all was in the lump to be seized and employed
in giving augmentation to the wealth lying
in that gulph which was at once the
and destined recipient of all other wealth, of
the wealth of all subjects the treasury of the
monarch.From so inapposite a destination,
no man that was not in some way or other
a participer in the profit of tyrannical deprevation, could feel himself averse. Hence,
another cause of the inneficiency of the Penal Law in this case, with it's generally excessive
and in every case inapposite and ill assanted punishment.
