Note however that if for any one of these same
situations a Candidate should present himself or be
found who is at once willing and able to serve without
pay, the impossibility of getting others to serve in others of those situations
without pay should not be a reason for refusing to receive
him to serve on a footing this economical: and in a work of
mine which has for its object the bringing to view the connection
which has place between Official Aptitude and Official
Frugality, the larger part of the expenditure of a considerable
Subdepartment is exhibited as a sample of the defalcation
capable of being made.

No: I have not yet done. Waste, depredation, extortion —
Belgians! evil in these several shapes has been laid
before you. Well then - In saying We will have a King,
all this waste you will have declared yourselves determined
to make — all this depredation — all this extortion — without
which the waste cannot be made you have declared
yourselves determined to commit: to all this vile and
pickpocket nonsense, which the silly people of this
country are silly enough to hear without hissing it
down, you have given virtual utterance: virtual utterance
even already; and when the time comes, and as
often as the time comes, actual utterance will follow it.

Belgians! if you are not as silly as the people of England,
you will prepare your throats, and as often as the
words throne, crown, sceptre, dignity, splendour, lustre, or
any of them are heard in, from, or to your representative
assembly or pair of assemblies (if you are to have them),
make yourselves heard and drown the pickpocket
accents in a chorus of richly deserved hisses. Why
this hissing? For this plain this obvious reason and practical
use: the louder the hiss the less atrocious will be
the pillage: and if not this, what better - what else
- can you do for your self-defense and self-preservation?
These arms of the goose & the snake - these are left you -
and these are all that are left you. Take in hand
any more effectual ones, you will be some of you
clapped in gaol, others killed. For hissing you will
not be killed unless and until an act of his most
gracious majesty - an act in Congress - be passed,
to make hissing a crime ? to apply death punishment
to the crime - and to order the Judge to
give orders for putting to death all such as
shall have found guilty of it.
