viz. a faculty
of issuing complaints
& murmurs with prospect
of resistance.

connive conveying to rulers
notice of these murmurs

chief has in making
maintaining those features
of government
which serve his own
separate interest he
has none in maintaining
those which

separate interest of
his penal subordinates.

of subordinates is to
suppress all murmurs
indicative of any features
of misgovernment by
which their own separate
interest is served:
the natural result being
1. Danger of their own
dismissal —

of their case.
