9) Of the Principles of human action.

Sport. It is because The weakness of this propensity is the
very reason why the gratification of it is a proof mark
of a more than ordinary depravity (of mind in the delinquent)
By depravity we mean is meant an insensibility to the
influence of the three Sanctions; but especially of
the moral. How the moral Sanction bears pointedly
and uniformly against [the gratification of this
propensity in the instances where it displays itself
in the production of manifest and unquestionable
pain] wanton cruelties. But the weaker the propensity
is, the weaker it shows that deference to
he which it overcomes.

This depravity however does not augment the
demand for punishment so much as at first
might be imagined. In this is as in all other cases
cases The punishment must indeed be greater
than the benefit of the crime. But as that benefit
is small, the punishment after all need not
be considerable. One Of the inconveniences however there
is which result are apt to result in general from the extraordinary severity of
punishment there is one which is not so apt to
arise in this case; and that is the setting it at
of the variance with moral sanction. The [Offences when attended
with the circumstance in question are so odious, that
there is but little dangerthe danger there may be of bringing odium on
the Laws by any severity in the punishment, is
less in this case than in most others.]. The
more odious an offence is, the less danger there is
of man's being shocked at the severity of the punishment.
