'tis what you hear complaints of every day.
Nothing can be more just than those complaints.
I have made them myself. And
now you are fully enabled to account for
them.
(1) Another sort of Laws that a man is bound
by are those that human legislators make for
him: those too are said to bind "to compell him" him, ‡⊞ ⊞ This being the case
he may "choose"‡ (tho' or not easily") whether
he will do or no what
they ask bid him: for
they do not

for him to"‡ do otherwise: How
times "[which] is the strict"‡ and proper "sense

Now it is to be hoped you understand compleatly
the difference between the way a clock is
bound and the way a man is bound. A
Clock does what it is bound to do "invariably"
while it varies: A man does it "necessarily"
and invariably "inevitably" that is, he takes his
"choice" and does no such thing.⊞ ⊞ Lord help you if you don't know what the word bound means now. Nothing
but the most incorrigible stupidity make the or [pretend
any longer to have a doubt about the
meaning of the word "bound".]
