SECT. VI. Municipal Law

a Law, ere we should find one.

Notification then a Law must have: "but the manner
in which this notification is made, is (he says)
a matter of very great indifference. In this I am it is
(so unhappy as to) my ill fortune to be obliged to think rationally: differ with him to me. I must
confess it seems a matter of very great importance.

Here our Author has brought a question upon himself
which may be rather troublesome. [He may call
it tempting him. Men of Mystery like our Author
like not to be tempted: yet I must put it.] A Law It must be
"manifested" & must a Law "by some external sign",
it must be "notified to the people who are to obey
it", or else 'tis none. It must be notified to them
why? The reason is plain. Because [Before] a
man can not be made to do a thing, unless he be forced he must be made
to know what that thing [it] is that he is to do. This then
is the reason: and if this reason extends to one man,
it extends to all: it extends to as many men as the
Law in question requires [any the thing to be done by] the thing in question to be done by looks to. If not let any one draw
the line: & let him any look over the list of persons who are
to do what is commanded by the Law, and say. these
must know be acquainted it but for these there is no need
at those and not. these it is necessary should know it for them to obey it: these others not.
Till such others can be found, I suppose it is as
necessary that one should know it as another. If manifested
then (to use our keep to Author's words) it must be manifested
to some body: To be a Law it must therefore be manifested
to somebodys and for the same reason that to
