SECT. Interpretation of Laws. (1
Recapitulation.

We have now accompanied our Author through
- ----- stages of his progress, through
his account of Law in general though it is Law in nubibus: — Of the
Law of Nature tho' there is no such thing : Of the Law of Revelation,
tho' he had nothing to do with it. Of the Law of Nation's though it one part which is partly no Law at all , and partly the rest a part of the sort of Law that follows after: next: Of the
Municipal Law, the only thing Law he had to do
with: tho' he does not knows not what to make of
it. Of the 4 Parts of a Law , that is to say
one Law : one of those parts consisting
more of less of many thousand whole ones. Of the hold that
this Law has upon men's conscience: which he
says is none at all. ] Argument of the

Interpretation
of Laws - how
to be performed,
— by whom [ We now come to
consider the [methods he recommends to us of] receipt he has given us for
finding out the sense of a Law when we
have got the words: but first some short
hints are given concerning who should find it out for
us, when we (private citizens) cannot do
it for ourselves. I had like to have [made
a mistake] mistaken, I mean, who should not find
it out for us: that is, as he says the Legislature: for
who else should , or whether any body else should, is
what he did thought not think worth the telling.
