He talks speaks Now it is of a Law he speaks, and of
the method of interpreting a Law. He speaks in
his next Section, ---- pages after, further, it is of a
Statute,he speaks, and the method of constructing ita Statute. People
in general when they speak of a
Law and a Statute are apt to mean the
same thing, by one as other.the one as by the other. So are
they when they speak of construing and of interpreting.
Our Author It is plain our Auth he does not ; since
after saying what he had to say about the
method of interpreting a Law in this place,
He takes up [as a new subject the affair
of construing Statutes as a new subject as if nothing
had been said upon it before. Five rules He lays
down 5 rules for the first of these two operations:
and twice as many quite different ones
for the second. Five sets of rules indeed I should
have said: for the first article which is number'd
as one rule consists of three: and those three much
more different from one another, than some of
them are from some of those that are placed found in
differentdistinct articles. Be this as it may, it is
