Question concerning
the method
of interpretation
new-stated.
A Law , be it what it will, to be observed, must
have a meaning put upon it: In the first place,
at all events, by those who are to observe it.
Those A Law there is , suppose, upon a given
subject: The words of it are given. The task
of putting a meaning upon those words rests
without question as every body sees in the first place upon themthose persons.
But they find a difficulty in it. The first question
therefore is , how any body that it belongs
to, they in the first place, are to go about
to master solve this difficulty? how is the Law to
be interpreted? upon what plan of investigation?
By considering these signs that I tell
you of, says our Author: 'which are" the words
"the context, the subject matter, the effects and consequences,
"or the spirit and reason of the Law."
How intelligible each of these signs is in itself,
and how distinct it is from the rest , shall be
considered presently. ButMean time thus far we are mean time advanced.
