A second question is therefore , whether there ought
to be any such authorized common and authoritative
interpreter as I have been describing?
Whether by any one, and if by any one, then a
third question is , by whom, if the party fears to
do it for himself, ought the Law to be authoritatively
interpreted.

Queries concerning
the use and
choice of an interpreter.

Not by the Legislator says the our Author , positively
and laconically: without exception or
modification: and this is all he says. And yet there
are questions there are several upon the subject besides this , and intimatelynearly connected
with this, well worthy of his answering.to be answered. Questions
until the answering of which, this could notwhich must be answered , before this can be answered
to satisfaction.

Is it not to be wished that a man could know
for certain , the legal consequences of his doing an
act , before he does it? Is it not to be wished
that the a method could be adopted whereby
a man meaning to conform to the Law might
save himself from punishment (I mean extraordinary
punishment) in one case, from disappointment
in another, from litigation (which to
be unsuccessful in subjects to punishment) from
litigation I say , in both? If it would be "endless"
under a numerous and compounded Legislature, would it also
by endless under a single one? Was it not actually
