subsistence would have been less secure : whereas
as it is by providing the security in general
and especially security in respect with regard to property,
the means of subsistence that the laws make
that necessary provision without which subsistence
would in spite of all laws described is that particular
object be presently at an end. It is accordingly
in making the multifarious provisions necessary to the
establishment of security in all its various shapes is
accordingly what occupies the great mass, and constitutes the great business of their civil and penal codes
