§. 2. Maxim 1. Keep the law rule of action as much in the dark as
possible

Keeping the rule of action in the dark was the fundamental capital
article of change urged by Protestants against Catholics. In the In the

if not conclusive preponderant, at least not destitute of plausibility by no means to be despised, or even of strengths.
On the ground of law, these reasons have no are altogether without application. Yet on
this ground the endeavour has been little less strenuous if at all, less strenuous and unremitted than in the other.

In the origin of States political States communities the combat of force and fraud
fills up the little time which the case of defence against distraction
from hostility without leave to spare. As the one or the other happens to

is the resource and refuge instrument of the few.

In the early days of Roman jurisprudence, the monopoly
