It is with the slight reluctance that for the purpose of
this inquiry work I have found myself under the obligation of
holding up the lawyers in a body, official as and as professional
in the character of enemies, in the present state
of things natural enemies, of the whole body of the people
of the whole remainder of the people of whom they form a part:
official, with the Judges as their head, to reconcilable;
professional the irreconcilable enemies.

With good and unfeigned reluctance – not certainly
on any personal account, (for it is the stage of the inquiry or the period only of the declaration
every thing of that sort is out of the question
that my anxiety found itself) but best the by so blunt an
announcement of a proposition of such strength without the
proof which it requires for its support, Your Lordship should
be disposed to know by the shouts around promising nothing
more substantial than an exaggeration of the common-place
opinions of vulgar prejudice.

But the case the truth is that in this opposition of interests will
be found not only a hey to all the several proposed arrangements
on which I have to commend submitt my observations, but at the same
time a proportionately concomitant presumptive
correctness of those observations.

And as this opposition of interests is no more than a
necessary result of an arrangement the corruptive tendency
and irresistible force of which has so lately been recognized
by a measure of reform conducted through the legislators so
in the store of words of last Session, under Your Lordship's declared
and official patronage (I mean the Act for the substitution of Salaries
to Custom-house fees, I look to that manifestation as my defense against
the charge of temerity at least in the favour of my own private conscience.
