The Instrument in whatsoever shapes constituted — an the
Instrument by which he was enabled to operate towards this
effect may be termed the matter of corruption: the matter of
good an evil considered in so far as capable of being
applied to this purpose.
Now so it is that in consequence of the power belonging
to his situation it has been in the nature of that part of
the matter of good and evil which is in the shape of the matter
of good (for it is the same matter only applied in opposite
ways) to go on continually encreasing in his hands:
in proportion as the quantity of money, power, factitious
dignity and factitious reputation taken or thrown into
his hands for any other purposes encreases so does the quantity
of the matter of good applicable to the purpose of
corruption encrease: by expenditure in all those shapes
power of corruption encreases; and by power of corruption
expenditure. And thus and in the way of compound interest
cause and effect alternate in each other does the stream
of corruption continue on the increase till every thing
by which the Constitution is distinguished to its disadvantage
is swept away and the Constitution itself precipitated
into the gulf of despotism.
