Whether by force alone or by force seconded by the
quantity of the matter of corruption already accumulated
and waiting his disposal could the Monarch have
given full effect to his particular interest without
aid from Parliament and therefore thence without Parliament
the object of his wishes would have been fully accomplished;
and whatsoever trouble might otherwise have
been necessary to the accomplishment of the same
object by means of that so naturally obsequious body
saved. Not only trouble and difficulty but as the
event more than once demonstrated risk personal danger in no inconsiderable
degree was attached to the enterprise. The
Stuarts before successive Monarchs of that dynasty
had the option of these two courses — ther rapid but
hazardous, and the slow but sure one. From the
first to the last of those four Reigns the quantity of
the matter of corruption in their hands notwithstanding
the interruption which, during the twelve years
inter regnum the power of disposal had undergone
had continued on the encrease. For no less than seventeen
years Charles the Second notwithstanding the
enormous load of misrule which it had to support
found it in a very high degree efficient.
