Thus it is that so long as this mode of
punishment continues to be an uneconomical
one which Your Committee cannot but be
apprehensive must ever be the case, the more
uneconomical it is rendered, the in less uneconomical

Every convict transferred from a less mor expensive
mode of punishment to this most expensive
mode will make an addition add to the total of national
expence, an addition proportioned to the
difference between the rate of expence in the
one and the other mode: but every such transferr
will at the same time — operate or at least may
be made to operate a reduction diminution in the rate
of expence exhibited by this most expensive
mode.
