No doubt, there is in the LEGISLATURE
Authority sufficient to dispossess
Individuals of their Properties
for public Considerations.
But then, the Consideration offered
on the Behalf of the Public ought to
be manifest and undeniable.
The Compensation provided for such
Individuals ought to be worthy of
so extraordinary an Interposition.
As much as possible should be left
to their Option; and coercive Means
should be the very last Resource. If
