2. Masters and Journeymen

In the disputes a dispute between Master Manufacturers on the one
hand and their journeymen on the other, that the masters
are mu much more likely than the journeymen to be in
the wrong than the journeymen, is a notion which to the
of the age, has of late years only been started but of
late years has be in a very considerable degree been gaining
ground: to a degree so considerable that hopes begun already
entertained of seeing pretty full effect given to it in
practice. f

Of the masters the object is to red keep down the wages
of the journeymen to the least pitch possible: and for this purpose
they have not been ashamed to employ the strength of the
law. Concert among the journeymen for the purpose of
saving their means of subsistence from continual reduction, has
been converted into a crime: and conspiracy — the ever-ready
and all efficient word conspiracy has been employed
for the creation and designation of it. That same art which
on the part of the indigent and helpless many has thus
also employed in the endeavour to secure themselves against oppression and depredation
been converted into a crime, has on the part of the rich
and irresistible few been left free and impunishible
In the case where, in the very nature of the case, any effectual efficient
combination is a matter of extreme difficulty, every additional
difficulty that the present force of law can add to it is
added to it: in the case where in the very nature of the
case, it is altogether free from difficulty, the power of the
law is occupied in giving encouragement and support to it hitherto associated themselves.
The fact is — that amongst the Masters against the journeymen,
a constant conspiracy has place, and to this conspiracy
their natural confederates the other members of the aristocracy —
the great landowners and the men of law and the men in high office have
hitherto
