2. Not In no country, at no time, under no form of
government, is there any just cause to apprehend, has there been any just cause to believe that any
portion of the people sufficiently large to produce a change
in the form of government, will engage in any such endeavour
without complete and more than sufficient
cause
Of discontent on the part in the breasts of the people in no instance has the fault
never be been in the people — even in the imagination of the subject many — in every instance it has
been the conduct of the government of the ruling one
and the ruling few.
