Radicalism not dangerous
(3) §. Rulers disregard
1. Public 2. Appeal

In the Statute Book are to be found a whole class of
Statutes termed known by the general appellation of Statutes for
the amendment of the law. These Statutes teem with instruction information
for those who are at once able and willing to make
use of it. To enumerate the make out a distinct part
of the several abominations abolished or professed to be abolished
by them would be a useful work, but it is of the
number of these useful works which has not been never yet executed.
This argument into suppose fifty of them: of the happen
but twenty of them worst sort suppose Not one of these twenty but
upon examination made use this view would of
itself suffice to demonstrate the impossibility that in the
breasts of these to viz when the branch of law called Common
Law had its authors, any regard for the happiness universal
interest of the people, any regard for interests of justice, and
any regard for interests other than there are personal
and security interest lend pleas. Well then with
all these foul spots in it was it the less justly?
entitled to the appellation of the perfection of reason? Not it
indeed, if to know whether it be you apply to any of those whose
profit is derived from them, that same spot reckoning from Lord Cok
Chief Justice Coke is if you choose to go so far have patience truth from
Henry the 6th's Lord Chancellor Fortescue, to the Lord
Chancellor that now is to be he who he may, through Mr
Justice Sir William Blackstone. Like those in the chamber, the spots
in the opinion of the perfector of reason are ever on the
change. Yet so long as any particle of the rule of action
remains in this state, if it be a thousand years hence
ask of those who see their profit in them whether it be any
thing less than the perfection of reason, the answer will still be in the
negative.

[+]
For these 14 years
past by the pen which
writes this a catalogue
resembling this a precept
has been presented
to the public
eye. In the work stiled
Scotch Reform Act
eight and twenty distinct
sources of factitious
delay, vexation and
expence in judicature
have been enumerated
and tied together in
form of a truth. In
every one of them so
sure as suitors, could
these injured persons
who but for these impediments
would have been
suitors have been
sufferers by those fictitious
abominations, as
sure have these by whom
they can concede and those by whom they have been preserved been gainers by them. And of their number and preservation is not the cause as plainly to be seen in the profit reaped.

reaped by the creators and preserved, as that of the
sower of the field in the crop, looked for by the husbandman,
at on whose expence account the saving was performed.

Now then of one indication given above the rule of action is the subject of imperfection in this
or any other shape what in the effect mind of it creates and
preserves is the effect? In the first place, — look out to see
in the manner in which the indication is given a pretence, pretence and means can
be found for cracking the law by which it was given; if this
can not be done, then a determination to turn aside from the subject and think as
little of
it as
possible.
