For removal of Government

in every instance, intimidation

For the removal of this opposition, the Associates
neither had, nor could have had, in view/in prospect any other possible means instrument
other than the only one to the operation by the action of which any
in this or any other country, than in whose hands the
government of the country was lodged were ever induced
to part with any of their power solution or press power or an expectancy,
or submitt to any constraint or restriction upon
their will

to part with divest themselves of any the smallest particle of the
power which the state of things had lodged placed in their hands
in a word fear on the one part, intimidation on the other
were the only causes from the operation of which they either
had or could have any prospect of the desired effect.

Meantime government being pla thus placed
between two compelling forces fears two conflicting apprehensions impulses
gave way yielded itself to that from the first at the outset to that of
which was most urgent alarming which presented to view the most
immediate danger. At one time such was the alarm
produced by the fear of seeing the country invaded by
in its defenceless state by an invading enemy, it distributed
among the bodies of Volunteers arms for no fewer
than 16,000 men being thrice the number of the its regulars
which it had for its own support against eventual invasion aggression/attack
from new quarters so and so opposite.
