1. As to what regard the ge distinction formed by property the difference between freeholder and non freeholder
the answer is this
1 The It follows not from the terms of this Resolution
it follows not by any means that none but freeholders
the Volunteers corps or any of them had been composed exclusively
of freeholders. The recommended to be done way —
not the entering into or continuing in the bodies in question, but
but the calling of meetings for the purpose in question
namely "to forward the plan of p reform proposed by
"by this convention": and in what mode to forward it?
Answer "by convening county meetings or whatever other
"constitutional mode they may find most expedient."
What then was the purpose For what reason then for which was
the word freeholders was there introduced? Evidently
to disable the proceeding as far as might be with
a constitutional appearance: to make what use could be
made of the accustomed forms as exhibited by the accustomed
phraseology. What are the functions recommended to be performed?
Not the attendance at these preparatory meetings — much less
the exercising the right of suffrage on the occasion under the
plan of reform when ad established: nothing more than the
convening of the meetings spoken of: a function for the exercise
of which nothing more than a comparatively small number
of those who are to attend at the meetings so to be convened
is ever regarded as requested.
