3. Had any official parliamentary reform taken place, any
reform by which democratic ascendency would be established
and the pref predominance given to the universal
interest over every narrower interest, the m
ascendency at that point of the aristocratic interest would which is in opposition to the
universal interest would have been diminished reduced in
various ways and in particular in respect of those
seats, for the possession of which they the Members of the Aristocracy would have
