(6) Charlemont treachery

have been carried) might have been duly laid before Parliament;
and though immediate success, or any thing like it,
"could not be looked for, the attention of the House of Commons
(of the House of Commons forsooth) to the original and simple
"perpetuation of a parliamentary reform, would not have
"been diverted to matters of an extraneous nature, and
"totally hostile to the cause with which they so improperly
"intermingled themselves. Then comes as noticed elsewhere the discovery as wil that
the Volunteers were a military body and the observation
that many who belonged to it wished . . . to overset the popular
branch of their own legislature, that branch which not only
having but over and over again avowing that it in truth were no
such thing simpler not on this occasion to stile the a popular branch.

Thereupon comes the account of the first commencement of
the secret war waged by Lord Charlemont against the Volunteer
system and along with it not only against Parliamentary reform
but in the , but parliamentary reform in all other shapes. In p.258 "Provisional meeting . .
at Cork on the 1st of March 1783 . . . various resolutions in
"favour of reform. On the 24th of July . . . Lord Charlemont
(at Mr Brownlees at Lurgan) "received the annexed letter from
"The Committee of Correspondence appointed by the delegates of
"45 Volunteer corps assembled at Lisburn, on the 1st of July
"1783, which Committee met at Belfast on the 19th. It
"was this Committee which corresponded with the Duke of
"Richmond, Mr Pitt, and other promotors of reform."
