end of government "the greatest happiness of the greatest number'<lb/>
It was a great improvement upon the word Utility &#x2014; It<lb/>
represented the principal end, &#x2014; the capital, &#x2014; the characteristic<lb/>
ingredient. It took possession by a single phrase of every<lb/>
thing that had hitherto been done.
