While the influence of the enemies of the people is thus continually
on the increase, the influence of the people is neither on
the increase, nor yet stationary, but on the decrease. In
Parliament the influence of the people being in effect nothing,
out of Parliament, if any where, must it exercise itself.
But without communication — without free communication both by
writing and by word of mouth — in small numbers and
