The Uses of such and purposes of such publications
are as follows— 1
1. That, from some obstinacy it seeing this paper taken out in the
way of spece, people may be the more ready to take
it in the way of circulation. —
2. That, in case of its to be previously interfering in any degree, an being impediment
with to the circulation of Bank and or Country Bankers' paper,
the parties concerned may have the contract such timely notice
and there by having by seeing may by observing how this
paper spreads, may have timely warning to
withdraw or keep out of the market any superfluity in
this paper.
3. That, in case of any local difficulty as to the circulation
of this paper in our part of the country (for
instance by reason of any sudden and extraordinary
demand for cash) the difficulty load of the paper in
the market may be lightened, by sending it to another
part of the country, where the spece is observed to be going
on briskly.
4. That, from the amount of the spece in the course of each
given period, an indication may be deduced of the
degree a in which any temporary cause of depretiation
must have operated, before it can have had the
effect not only of stopping the spece but subjecting
to a discount the quantity already in circulation.
5. That new data may be afforded, to wh proves from whence
the several descriptions classes of persons interested may be
able to foresee the approach of the several
results or effects in which they are interested: — such
as the rise of Stock 3 per Cents to four — the scarcity growing scarcity of government Annuities — the reduction
of the rate of interest paid by Government in respect
of them — the increase in the mass of national capital
by the paying off the Annuitants: the reduction of the +
