<p>Upon the whole the proposed measure, it is <lb/>believed will be found to promise with some<lb/> degree of assurance the following connected but<lb/> perfectly distinct advantages.</p>

Advantage of financial profit, by contributing in so many various, and to such considerable<lb/> amounts to the redemption of the principal of the<lb/> National Debt, as well as to the reduction of the<lb/> rate of interest, and by affording an instrument <lb/>more advantageous than any other for the application<lb/> to that end of such means as are or may be<lb/> provided from other Sources.&#x2014;</p>
<p>2. Moral advantages, by the encouragement of <lb/>frugality and thence of temperance among the<lb/> inferior and most numerous ranks of the<lb/> Community.&#x2014;</p>
<p>3. Constitutional Advantages by constituting an<lb/> kind of Connection to the Government and <lb/>thence <del>becoming</del> affording an additional safeguard<lb/> to internal <sic>tranquillity</sic>.</p>
