19 Remedies
Government could not without the imputation of hardship
give itself this as against the Bank the monopoly of th
any of those species of currency which the Bank are
in possession of issuing: it could not forbid without exposing
itself to that imputation forbid the Bank from issuing

to the amount of £8 and upwards: but it might with
