20(a) Forgery of a Receipt will not affect Public credit
Here as in the case of a Bill of Exchange or a
Banker's Promissory Note, the peril of the loss from the peril of cash forgery will not
be confined to individuals: The A Postmaster will
not be to be improved upon by a spurious forgery of
his own name. Should a forged Receipt of
this kind be attempted to be passed from one
individual hand to another, it will not hardly be attempted
to be passed by the forger himself upon the
very person whose hand is forged. It will therefore
be no otherwise exposed to forgery than private

exposed: and to protect it against forgery as will
be fortified by securities such as no private currency
