47 1 Annuity Notes

Observations respecting the most eligible mode course to be taken for the paying off of of paying off Annuity Notes. Ch. Plan Notes Mode if paying off

1. Its the whole there will not for a long
time be any fund, existing or obtainable, adequate
to the discharge of the whole mass of this
debt at once, at the same time that there will
every year be a very considerable fund adequate
to the discharge of a corresponding portion of it.
the difficulty is — how from time to time to
mark out the sevr several portions for this
purpose.

2. A mode that might seem adv
2. The only eligible mode seems to be by
lot: for every mode importing situation will
be found either impracticable impracticable besides busy or liable to other
insuperable objections.

1. Situation of classes however eligible it might
be would be impossible:(a) because it being of
the essence of this species of property to be capable
of changing hands any number of times
in a day, it would be impossible to make since if conveyors convey to
its destination any such favour as might be
intended.

marked out as objects of favour by any of the
existing Laws: or other Laws: — Persons having burthened with a certain
number of children — Half-pay Officers —
Widows — Orphans &c —
