Not less extensively manifested will be the application<lb/>
of the restraining force of the popular or moral sanction to<lb/>
this same case. As to the exceptions in the main they will<lb/>
naturally be the same as those which have place in the application<lb/>
of the restraining force of the political including the<lb/>
legal sanction: for in the considerations by which the force<lb/>
of the popular or moral sanction had already been made<lb/>
to apply itself to the subject in question the application<lb/>
made of the restraining force of the political including<lb/>
the legal sanction will have had its cause. By the experience<lb/>
had, or the observation made of the suffering produced by<lb/>
Acts of the <sic>afflictive</sic> description in question men in general<lb/>
will upon observation made of any fresh act of this description<lb/>
been <sic>lead</sic> to view the act and the author with disapprobation:<lb/>
with a degree of disapprobation more or less in<lb/>
sense according to the apparent magnitude of the suffering thus<lb/>
produced: and in this disapprobation the application made<lb/>
of the penal and restraining force of the political including<lb/>
the legal sanction will have had its proximate cause.</p>

4. Sympathetic sanction: the force of sympathy acting<lb/>
in the character of a tutelary sanction tending to the prevention<lb/>
of meditated mischief. &#x2014; In no state of Society which<lb/>
with the view of giving direction to the human conduct<lb/>
a work such as this <del><gap/></del> I have in contemplation can that<lb/>
social affection be wholly without place or <sic>wholy</sic> without<lb/>
the power of exercising in the direction here in question<lb/>
its influence on human conduct. In some states of<lb/>
Society it is indeed in the whole extremely weak: and in<lb/>
every State <add>the strength of</add> it, is susceptible of great variation as between<lb/>
individual &amp; individual: in both which particulars<lb/>
it agrees in a considerable degree with the popular<lb/>
