In pronouncing concerning In judging of discussing <add>examining into</add> the utility of this mode of trial
with reference to the nature of things, and to the present circumstances of France,

forming for France, my first care <add>is shall be to clear the

this improved state that I sit in judgment over
it the institution to enquire whether upon any and what terms
it it promises to be introduceable with advantage
into the French Laws . of France.
