Art. Necessary as in
every other Department
so in this is appropriate
information.
Art 1. Officially informative, or say Report-making
function. For the guidance of the action faculty, through
the medium of the judicative, by appropriate
information, furnished and applied to the cognitive
including the perceptive faculty, — as in the case of
of a person at large, so in the case of a functionary,
appropriate information, or say evidence, in relation
to relevant matters of fact, is not more less
necessary to the apt conduct of the business in the
case of one Department of the State, than in that
of another: it is alike and equally necessary in the
business of the Administrative as here, of the Legislative
Department, of the Judiciary Department, not
excepting even of the Constitutive.

Art 2. For the furnishing it, appropriate care
is accordingly taken by this Code, in every one of these same
instances Departments of the State.

to the information of the functionaries belonging to the
Constitutive department, and of all other members of the
Public Opinion Tribunal, on whose tutelary care and
influence the reliance placed by the Constitution is so constant and all-pervading. 3.
