<p>9 Instructional<lb/>Ratiocinational<lb/><add>Art 9.</add> For good order in establishments<lb/>under governmental<lb/>management, the registration<lb/>and publication system<lb/>coupled with the facility<lb/>afforded to information<lb/>of mismanagement<lb/>affords such security<lb/>supercedes the demand<lb/>for <hi rend="underline">continual</hi> migratory<lb/>inspection to distant places<lb/>for this purpose,<lb/>considering the time that<lb/>would be spent on the<lb/>road: not so for<lb/>occasional d<hi rend="superscript">o</hi>.</p>
