Ch. Ministers severally S.13. conflicts of authority. 1 Art.1 For preservation or termination of doubts &amp; differences as to the extent of field of service between sub-minister and sub-minister, Prime Minister draws up interpretative an eventually emendative ordinance. 2. Art.2 So, where by law two or more are required or empowered to act in concert. 3. Art 3. Cases most apt to produce such antagonization, 1. Subject matter required by each  the same he will give it to that MInister whose service would be most detrimented by the want of it. 4. Art. 4. War, actual or impending, claims of Army and Navy subdepartments will naturally be prevalent over every non-military d<hi rend="superscript">o</hi>. 6. Art 6. Next, Interior Communication d<hi rend="superscript">o</hi>. Reason incidently those three may depend on the state of the subject matter belonging to this.

incidentally useful to all <lb/>

&#x2014; not the importance <lb/>
of the sub-department <lb/>
in the aggregate, <lb/>
but the particular <lb/>
evil from the having, <lb/>
and so from the <hi rend="underline">not</hi> <lb/>
having the subject-matter <lb/>
needed.</p>

<p>Art. 9. Examples.</p>
<p>1. For Army Service, for <lb/>
commencing, <sic>compleating</sic> <lb/>
or repairing a fortification, <lb/>
dismantle not <lb/>
a public building, tho' <lb/>
it be but ornamental, <lb/>
if from other sources <lb/>
materials can be had <lb/>
at little more expence.</p>
<p>2. So for Navy Service. <lb/>
Cut not down trees <lb/>
serving for protecting <lb/>
lands or edifices against <lb/>
pernicious winds, nor <lb/>
even those serving for <lb/>
