Accommodate But this is not all. This distr certificate
which of the Reconciliation-Office, this certificate
which every Plaintiff is obliged to produce before
his action can be received, what if the Office
refuse to give it? — There is then an end of Justice.
By delaying the certificate they keep
him lingering as long as they please: and when by refusing it
they think he has lingered long enough they
may change despondency into despair. It is but That they
should treat him in this manner is but too natural.
If they think him in the wrong, or
think fit to pretend to think him in the wrong
why should they grant him his certificate?
It is Would it not be counteracting the very purpose
of their institution and contradicting their opinion
and acting in contradiction with themselves to
let the Plaintiff loose upon his adversary,
and enable him to do the very mischief which
they were appointed to prevent? What is there
to oblige them or were even induce them to
grant it? Nothing. Neither injunction nor
so much as a hint is given them any where
to that purpose.
