Secret Committee as to any thing beyond that amount of the circumstances
of the party injured are considerably
better than those of the author of the injury, a
satisfaction extorted from the latter whatever
was got from the latter would cost more than
it was worth. But the full discussion of this
subject belongs to the head of satisfaction on
the penal code, and to the general head of
execution on the code of procedure. It is to under the
latter head that the particular details relative
to the occasions in which the seal of secresy is
to be put to the inquiries in question and the
mode of applying it will find a p more proper
place than the present.

For introducing into this place so much
as the reader has been seen relative to the subject of secrecy
I had there were two reasons. One was the pointing
out giving a general notion of the exceptions
which seemed requisite to be made in taken out of
the great rule of publicity, the key-stone
