This then is the main and only direct and positive end

But punishment is an evil: the primary consequences

guard as much as possible against the introduction production
of all mischief which is not conducive and necessary
to the production of that those beneficial desired effects by which
changes the complexion of punishment is changed
from evil into good. This therefore constitutes another
general end or purpose of the system of Procedure
