INTROD. Laws Accumulatory — Augmentative

As some acts may be regarded as mischievous
as being productive of an evil, so may others
as being preventive of a good — The first sort
diminish the stock fund of [valuables] in possession
or in issue as the phrase is the other, those in expectancy — or in hope Whenever therefore
any a plan is adopted by the Legislator, in the
view of procuring an augmentation of the
common national fund of instruments of enjoyment + + or defence
and article things acts are enjoined in pursuance
