The business of framing all the Statutes both Public and private may possibly be found too
much for a single Officer to perform: one man to go through and it may therefore be thought expedient to

The obs discarding the all formularics &c will put Acts of Parliament upon a footing
with them in point of method: stile and the plan to be offer'd, if it serves once will serve always
in point of Methods
At present, an Act of Parliament is a piece of work about which different persons set
about with different tools, none of them Master of the whole Set.
