<p>The reason of (Giving) the latitude that is<lb/>

where the profit of the cheat was trifling the quantity of this<lb/>
punishment if no greater than what would be in proportion<lb/>
to the profit of the offence upon the rate above established<lb/>
would be so small as that to a man who had already been<lb/>
<sic>familarized</sic> to it by experience it would scarcely be an<lb/>
object. As to the ignominious punishment, the use of<lb/>
applying it is not so much the effect it may be expected to<lb/>
have upon those to whom it is designed to be applied <del>sometimes</del><lb/>
in the first instance, as upon the others to whom<lb/>
it is not designed to apply it but in case of a second or<lb/>
3<hi rend='superscript'>rd</hi>. offence. The punishment itself might be no great matter<lb/>
to petty traders, who by shifting the scene might<lb/>
take themselves in good measure out of the reach of Justice<lb/>
